You can edit someone else's actual hours by selecting the desired user from the User dropdown list:

As you select the user you are forwarded to their timesheet page in which you can edit the hours. 

You can navigate back to your own timesheet page by opening the User dropdown list again and selecting your own name from the top of the listing.
