Select report type allows you to see the values in:
Revenue
Cost
Hours

Revenue = Hours allocated for a person for Invoicable project * Hourly rate
Cost = Hours allocated for a person * Person's Cost Price
Hours = Hours allocated for a person

Forecast report's numbers are based on allocated hours.
